Alcohol Consumption during Prohibition (Article)

Jeffrey A. Miron and Jeffrey Zwiebel, "Alcohol Consumption during Prohibition," American Economic Review 81/2 (May 1991): 242-47, is available at JSTOR.  It argues that in the United States alcohol consumption fell at the beginning of national prohibition to 30% of pre-prohibition level, then quickly rose to 6o to 70% of pre-prohibition level.  Repeal didn't immediately increase consumption, but after a decade consumption had returned to pre-prohibition level.
